Executive Directive No. 21-537
Authorizing Personnel Transactions
and
Authorizing Expenditure of Federal Funds

By virtue of the authority vested in the Governor as the head of the Executive Branch of the State of Kansas, the following transactions are hereby authorized:

The request of Kraig Knowlton, Director of Personnel Services, to establish step 15 of pay grade 17 as the entry rate for the Mental Health/Developmental Disability Technician job classification is hereby approved, effective July 11, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish step 7 of pay grade 22 as the entry rate for the Client Training Supervisor job classification is hereby approved, effective July 11, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish the Fisheries/Wildlife Biologist II job classification and assign the job classification to pay grade 29 is hereby approved, effective July 11, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish the Motor Carrier Inspector III job classification and assign the job classification to pay grade 27 is hereby approved, effective July 11, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to establish the Motor Carrier Inspector IV job classification and assign the job classification to pay grade 29 is hereby approved, effective July 11, 2021.

The request of Kraig Knowlton, Director of Personnel Services, to place all current employees in the Motor Carrier Inspector I job classification on the steps of pay grade 22 indicated below is hereby approved, effective July 11, 2021.

I have conferred with the Secretary of Administration, the Director of the Budget, the Director of Personnel Services, and members of my staff, and I have determined that the requested action is appropriate.

Pursuant of the authority of the Superintendent of the School for the Blind to receive and expend federal funds, and pursuant to the authority granted by the Governor by Section 197 of 2021 HB 2007, approval is hereby granted to the School for the Blind for expenditure in FY 2022 in the federal fund entitled “ESSER—Federal Fund.”

Pursuant of the authority of the Superintendent of the School for the Deaf to receive and expend federal funds, and pursuant to the authority granted by the Governor by Section 197 of 2021 HB 2007, approval is hereby granted to the School for the Deaf for expenditure in FY 2022 in the federal fund entitled “ESSER—Federal Fund.”

Pursuant to the authority of the Secretary of the Kansas Department for Children and Families to receive and expend federal funds, and pursuant to the authority granted the Governor by Section 179 of Chapter 5 of The 2020 Session Laws of Kansas and 2021 House Bill 2007 Section 197, approval is hereby granted to the Kansas Department for Children and Families for expenditure in FY 2021 through FY 2022 of monies in the federal fund entitled “Randolph Sheppard FRRP Fund.”

I have conferred with the Director of the Budget and members of my staff, and I have determined that the guidelines set forth in KSA 75-3711 and 75-3711c have been applied and that none of the foregoing actions exceeds the limitations contained therein.
